The problem is still there on 9.0-RC1. I tried setting
kern.cam.scsi_delay as suggested in this thread:

I used the following values: 5, 20, 100. Unfortunately, none had the
desired effect, the USB keyboard still does not work. I would be willing
to help test any patches that might help resolve this issue.
