I just built and installed a tree at r357643 amd64 into an empty root
directory.  /libexec/ld-elf32.so.1 and /usr/bin/ldd32 exist and /usr/lib32 is
populated...

Buildworld was with: make -j16 -DNO_CLEAN buildworld
Installworld was with: make DESTDIR=/home/bed22/freebsd-root -DNO_ROOT
-DDB_FROM_SRC installworld

I do see that freefall doesn't have the compat bits installed either, but that
isn't particularly informative.
