In general they can be non-subtle too, this is just for example. You can't 
assume anything about %+. Why not %Z %c? Or even %Z in the middle, like in 
traditional 'date'? The second question, why %+ is ever needed, is 
different subject, see OSes implementing it and its common usage needs.
