Our Radeon kernel driver doesn't support power management. This feature
was first added to Linux 3.11 (we're at 3.8) and was considered stable 3
or 4 releases later.
This means that, currently, the card's clock and voltage are the factory
boot-time defaults. For most cards, they are low and the card has poor
performance, compared to Windows/Linux. For a few exceptions, the card
is running at its maximum, leading to high temperatures and fans
spinning fast.
