wpa_supplicant does not create pidfile

wpa_supplicant doesn't create the pidfile if the target directory
does not exist. Because /var/run is wiped with every boot I added
the following line to my rc.local to workaround this issue:
/bin/mkdir -p /var/run/wpa_supplicant
I'm running RELENG_8.
