For DSD approval, you're not even in the ballpark.  100s of 1000s.

Why does it cost so much?

Because you're effectively paying for them to hire a contractor
to evaluate the submission and contractors are not cheap.  Yes,
the government actually outsources this to local companies in
Canberra.
