I reported a similar, if not the same, problem in bug 210316.
If in this case it is also about msdosfs, then there is my analysis of the
issue in that bug.

Also, many years ago I made this proposal:

I still use that patch locally.
But it wouldn't help in this situation because of the initial r/w mount
attempt.
