iscsi_initiator and tag opening problem

First of all, the target is broken here, but okay.

Secondly, you, as the entity forming up PDUs and BHS entities can put 
whatever tag you want in it, no?
The DA driver uses an ordered tag every now and then (foolishly- there's 
a sysctl to turn that off).
