devel/rubygem-devise does build with ruby23

Hi,

devel/rubygem-devise  is marked as

BROKEN_RUBY23= yes

but it does work fine for me to build.

www/gitlab pulls it in, and gitlab has deprecated ruby < 2.3.

Is it OK to just remove the BROKEN_RUBY23 line?
