Iconv library was removed after Ruby 2.0.

IMHO, converters/ruby-iconv should be marked as IGNORE or something
suitable when RUBY_VER==2.0. It just fails "no such file or directory"
at this moment.
# cd /usr/ports/converters/ruby-iconv
# make -VRUBY_VER
2.0
# make install
(snip)
===> Configuring for ruby20-iconv-2.0.0.195,1
===> Running extconf.rb to configure
cd: /usr/ports/converters/ruby-iconv/work/iconv:
No such file or directory
