Time to mark portupgrade deprecated?

Personally, I don't see any reason at all to deprecate it.
It works, it's maintained (by ruby@ and me personally) and it's
generally useful.  If someone feels that there's lack of maintainership
here he's always welcome to step in and contribute time/resources.
