rc.d scripts can be missed if they aren't ordered with respect
to the early-late divider

Uhuh. "Wacky::Perl::Script" implies a file name something like
/usr/local/lib/perl5/site_perl/5.10.1/Wacky/Perl/Script.pm
which is a library module rather than an executable program. It would
take quite sinister dexterity to cope with such a file name in a perl
program.
