There are a couple of questions that need to be answered here.
1) Whose fault is it that the application only runs on MS Windows?
2) Why would the author of such applications choose to prioritize
a Microsoft operating system over a rival operating systems?
Before assessing blame in this situation, those two basic questions
should first be answered.
