Where is the info viewer?

Indeed, pinfo presents Unicode symbols as garbage. For example, many
info pages contain glyphs like 0xe2 0x80 0x98 "LEFT SINGLE QUOTATION MARK"
(U+2018) , 0xe2 0x80 0x99 "RIGHT SINGLE QUOTATION MARK" (U+2019) etc,
and they are presented as garbage even in UTF-8 terminals like Mate
Terminal or PuTTY.

I've created a bug report:
