Seems to work from here (UK).
Are you able to browse to https://svn.freebsd.org/ports/head/ in a web
browser? On your machine, what does svn.freebsd.org resolve to?
Here it's:
% host svn.freebsd.org
svn.freebsd.org is an alias for svnmir.geo.freebsd.org.
svnmir.geo.freebsd.org has address 192.50.199.249
svnmir.geo.freebsd.org has IPv6 address 2001:41c8:112:8300::e6a:0
svnmir.geo.freebsd.org mail is handled by 0 .
