Is NFS still broken in FreeBSD?

No, it isn’t.

What it means is that two directories on the same file system cannot be exported to the same client when you specify them on two different lines in your export file. You need to specify them on one line (again: just in the same file system, which shouldn’t be a big problem when using zfs).
