freebsd-update fetch problem

I have a FreeBSD-11 BHyve guest runnin on a FreeBSD-11 host. The host
can run freebsd-update fetch without error. The guest cannot.
On the host the debug trace looks like this:
# freebsd-update -v debug fetch
src component not installed, skipped
Looking up update.FreeBSD.org mirrors... 4 mirrors found.

What is happening?
