Not an answer, but for what it's worth I engineer clean shutdowns for a 
number of machines connected to a single UPS with a simple script that 
pings a few direct-mains connected devices periodically, and when it 
fails to get a reply from any of them it sends off a last-minute email 
and shuts down.
