The leapseconds file is new in 11.0. You need to download an up-to-date
version from the net -- there is a new periodic job that should do that
for you, controlled by these two variables both of which default as shown:
# 480.leapfile-ntpd
daily_ntpd_leapfile_enable="YES" # Fetch NTP leapfile
daily_ntpd_avoid_congestion="YES" # Avoid congesting
or you can just run
# service ntpd onefetch
