Can I upgrade 9.1 straight to 10.2?

you should be able to, but if you want to be safe goto 9-stable 1st and
then 10. Also make sure yo check UPDATING. Hopefully your are using pkg-ng
so all you should have to do to fix the packages is pkg update -f
