As I said, that looks just wrong. Tor should be started from
a user account (just as every other X program, and X itself).

That is quite strange, but might depend on some Linux-specific,
maybe even systemd related "service autostart and restart magic".
On FreeBSD, a killed program usually doesn't restart on its own.

There should be a package that you can obtain from the Ubuntu
software installer (instead of manually downloading something
from the web(.
