c_rehash pgm missing from 10.1

It's not in base system. As far as the /usr/src tree goes, I think it 
would have been in /usr/src/crypto/openssl/tools - except it isn't. 
Install the /usr/ports/security/openssl port if you find you require it.

As to why, it's because Perl is no longer in base either:
