So da0 is not carrying the file system - da0s1 is.

Probably not. "Windows" usually requires a "DOS primary partition"
(slice) to apply a file system.

I think Linux is more versatile as you can specify where the file
system should be initialized: inside a GPT partition, a slice, or
on the "bare" device (no partitioning at all). Which choice of
initialization you make depends on what you want the device to be
used for (read: to be compatible with).
