Looking at the manpage you're probably right.
Since the system needs devices to work, it would not make sense to have a
possibility to disable devfs, hence no “devfs_enable” in rc.conf, so no rcvar
and no listing in “service -e”.
Having thought about it, I guess we should read the “-e” option for services
as “List *optional* services that are enabled”, with devfs being mandatory.
