Yes, that's possible. That's standard IPSEC tunnel.
You need to configure:
/etc/ipsec.conf
/usr/local/etc/racoon/racoon.conf
/usr/local/etc/racoon/psk.txt
with the same proposals, alghoritms and PSK values on yopur Cisco router.
