What settings are relevant? I really did not use rc.conf to configure
carp. I just did manually
ifconfig carp0 create
ifconfig carp0 vhid 1 pass XXXXXXXXX 10.14.134.99/23
and the same on the other host.

sysctl.conf is really empty, these are just vanilla boxes in a lab.
