Your PATH isn't set.
# fsck /
# mount -uw /
# /bin/sed -i.bak -e 's/^;//' /etc/rc.conf
Or (can't remember where des is kept)
# fsck /usr
# mount /usr
# /usr/bin/sed -i.bak -e 's/^;//' /etc/rc.conf
