maxima can not be built, because gnuplot fails on download

Gnuplot builds and runs just fine here. I've been using it continuosly since
5.3-RELEASE, on both i386 and amd64 with the following options:

# Options for gnuplot-4.2.4
_OPTIONS_READ=gnuplot-4.2.4
WITH_GD=true
WITH_GRIDBOX=true
WITH_PDF=true
WITHOUT_PLOT=true
WITHOUT_TETEX=true
WITH_THINSPLINES=true
WITHOUT_WX=true

Is your ports tree up to date?
