Generally, yes(1).  I think I would still give a cursory
glance at all the files that pkg_delete left:

% find /usr/local/ -type f | less

Otherwise, sail on.

(1) in that the base install of FreeBSD does not
touch /usr/local and nothing in /usr/local should
prevent the running of basic system utilities.
