toggle between english and french (how?)

Thanks a lot Giorgos.  It works now.  I used the bash method and then 
set up a couple of aliases:

alias french='/usr/sbin/kbdcontrol -l fr_CA.iso.acc.kbd'
alias english='/usr/sbin/kbdcontrol -l us.iso.acc.kbd'
