Just to be clear, FreeBSD is shipped with root logins via SSH
*DISABLED*. (most Linux distros i remember, OTOH, have it enabled).

- if you go to the console, can you log in as root?
- is the shell program assigned to the root user a valid root?

why do you say that is PAM related?
