The question doesn't really apply: FreeBSD is software, an OS.  FreeBSD will 
run on most hardware including embedded systems like you describe, but you 
might want to consider NetBSD instead, as that system supports more odd 
hardware and focuses on a minimal-overhead base system that fits into CF better 
than FreeBSD does.

I'm not sure you can obtain your requirements in less than 5W, but something 
from Soekris like this: http://www.soekris.com/net4526.htm

...would be a starting point.
