You may need to add a natd.conf file in /etc, and change one of your
rc.conf lines to point to it:
natd_flags="-f /etc/natd.conf" # Additional flags for natd.
My /etc/natd.conf looks like this, in its entirety:
use_sockets yes
same_ports yes
unregistered_only yes
...but it's on an ancient machine and things may have changed by now.
man natd for more info.
