What happens when you manually use ifconfig to give it an IP address?
Try assigning an IP address instead of using DHCP.
Are there any errors on bootup?

Don't quote me on this but don't you need routed (router daemon) too?

Is DHCP server by chance killing your resolv.conf file? This happens I
think when dhcpclient does its thing.

Does your XP system work with the setup? If it does then for giggles
take all NICs and put in to XP machine put cables on them and hope on
reboot that all NICs get assigned an IP address from DHCP. Or one at a
time use the XP system to test the NICs and cables.
If all is good then manually assign IP addresses to fbsd system NICs and
see if that works.

P.S. Hmm, doubtful but make sure no DHCP server is running on XP. Also
install a packet sniffer on XP machine so you can watch what is happening.
