  graphics/mypaint: Fix packaging with Python 3.8

  * Also apply the same fix as in r559094 by stripping libraries by wildcard
    paths.

  * Add "noflavors" to USE_PYTHON as well to avoid package name collisions if
    built with "BUILD_ALL_PYTHON_FLAVORS".
