[Bug 251412] [patch] math/py-pandas Update to 1.1.5 (Python 3.9 compatible)​

Dear Python devs,

A patch to update math/py-pandas to 1.1.5 is ready to land. The PR
[1][2] blocks an update of math/py-numpy [3].

Is it ok if I commit the patch now?
