Upstream python 3.9 includes these patches by default already, they were never
backported to 3.8. I'm fairly confident there are no regressions because:
1. they were commited to upstream python for version 3.9
2. as of yesterday, there are 21,736 users running py3.8.7 with those 2
backported commits and we've seen no further reports of regressions.
