Patch to update math/py-pandas to 1.1.4

The py-pandas port has been held back to 0.2.4 for a long time to maintain
Python 2.x compatibility.

Support for Python 2.x ended at the beginning of 2020, so this is no longer
necessary, but the maintainer for this port has retired.

Here is a candidate patch to update to 1.1.4, which supports Python 3.9.
