So py-numpy installed/upgraded fine if I did pkg delete suitesparse and
reinstalled it.
(see https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=243524 as to why I did
that).

It rebuilt the following (even after I had installed suitesparse)
        Re-installation of gcc9-9.2.0_1
        Re-installation of python37-3.7.6
        Re-installation of openblas-0.3.7,1
        Re-installation of suitesparse-5.4.0_4
        Installation of math/py-numpy (py37-numpy-1.16.5_3,1)
