I've created the PY_MERCURIAL variable in Uses/python.mk and used it in
dependency lines for mentioned ports.

I suspect it is wrong to add PYTHON_PKGNAMEPREFIX for py27 flavor only.
Instead, it should be added to every non-default flavor.

Another thing to consider is hg executable suffix. Some application might call
"hg" program and will fail in 2.7 case.
