Hello,

attached is a patch that assigns the port to Django 1.11. This is required for
the PR #228092 (see also:
https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=228092) that depends on this
PR.

Further changes to the port:
- Bumped PORTREVISION
- Add LICENSE

QA:
~~~
- poudriere (11.1-RELEASE amd64 + i386) for each py27 and py36 flavor -> OK
- portlint -> OK

Note:
Please do not commit this patch alone, otherwise build failures will occur. It
will be sufficient to give approval for the patch and close the PR then.
