Hello,

attached is a patch that adds the Python package
textproc/py-license-expression, which is an utility to parse, normalize and
compare license expressions using a boolean logic engine.


QA:
- poudriere (11.2-RELEASE amd64 + i386) for each py27 + py36 flavor -> OK
- portlint -> OK

Note:
Before this port can be committed, the port devel/py-boolean.py must be added
first (see also PR #229437 -
