[PATCH] lang/python27: unbreak the build when NO_NIS is set

Gentlemen, good day.

Just noticed that pkg-plist for lang/python27 lacks NO_NIS and this
breaks my home builds of Python.

This patch,
  http://codelabs.ru/fbsd/ports/patches/python27-fix-build-with-NIS-disabled.diff
fixes the situation.

OK to commit?


And a side question: I see that, e.g. for lang/python35
and lang/python36 plist substitution NO_NIS isn't used directly
in the port.  Is it used in some slave ports or it is just
a rudiment that can be removed?
