Deprecate USE_GITHUB, because ports r381618 and ports r381648 changes made it
useless for this case. For example, the GH_TAGNAME is v${PORTVERSION}, but
WRKSRC is ${WRKDIR}/{PORTNAME}-${PORTVERSION}, not a
${WRKDIR}/${PORTNAME}-${GH_TAGNAME}, which is wrong assumption for this case.
