[CFT] php7 for FreeBSD

Hi Martin,
i noticed another problem (the mk problem wasn't one):
php doesn't read extensions.ini (i tested from command line, using composer.phar and it said Phar not found. php -c /usr/local/etc/php/extensions.ini works)
