New 2016Q1 branch

Hi,

The 2016Q1 branch has been created.  It means that the next update on the
quarterly packages will be on the 2016Q1 branch

A lot of things happened in the last three months, including:
- pkg 1.6.2
- New USES: pyqt, terminfo
- New keyword: terminfo
- Firefox 43.0.3
- Firefox-esr 38.5.2
- Chromium 47.0.2526.106
- OpenJDK 8 as default JDK

Next quarterly package builds will start on 5 january at 1AM UTC and
should be available on your closest mirrors few days later.
