Who do I contact to send pr(1)'s?

Where do we go to manage pr(1)'s?
The FreeBSD copy of bugzilla appears to be broken.
All attempts to reach it return:
Error 503 Service Unavailable

I would have sent this to freebsd-www@ but that list has been obsoleted.
