java/jdk16 ISSUE outdated info in Makefile

1. Patchset download fails:
http://www.eyesbeyond.com/freebsddom/java/jdk16.html fails
(temporary?) to give any of 1-4 or current patchsets
(bsd-jdk16-patches-4.tar.bz2)

working: http://www.filewatcher.com/m/bsd-jdk16-patches-4.tar.bz2.960930-0.html

2. tzupdater-1_3_42-2011k.zip is outdated, current is:

http://download.oracle.com/otn-pub/java/tzupdater/1.3.53/tzupdater-1_3_53-2012j.zip

so ports/java/jdk16/Makefile should be changed  to

TZUPDATE_VERSION=<----->1_3_53
TZUPDATE_TZVERSION=<--->2012j

and ../distinfo respectively.

And again, as in java/openjdk6 and may be other java ports, - silent
usage of -march=586 overriding system-wide march/mtune.
