What is difference between ${MASTER_SITE_GNU}/${MASTER_SITE_SUNSITE} and SF/CPAN in MASTER_SITES?

They are not. You can use both ${MASTER_SITE_GNU} and just GNU (it will 
expanded automatically to corresponding make variable). Just checked 
with archivers/gzip.
