makepatch and update-patches inconsistencies

No, we don't, and I had completely forgotten about the existence
of makepatch.  Three's a charm: There's also Tools/scripts/patchtool.py.

I think I ported update-patches from OpenBSD once upon a time.

I'm all for unifying these one way or the other.
